Coffey subsidiary MSI awarded Project by USAID/Iraq
(4 July 2011) Global professional consultancy Coffey International Limited today announced that subsidiary Management Systems International (MSI), a part of Coffey International Development, has been awarded a USAID contract to deliver the National and Provincial Administrative Reform Project in Iraq. The project is known as Tarabot in Arabic or “linkages”. MSI have signed a contract for the first year of a possible four year, US$151.3 million project.
MSI most recently managed the USAID-funded Tatweer project in Iraq, which focused on rebuilding the government of Iraq’s administrative capacity in 11 ministries and 5 executive agencies. The project aimed to build local capacity by training more than 106,000 ministry officials in five years in modern public administration practices, enabling them to better deliver basic services to the Iraqi people.
The aim of Tarabot is to support Iraq’s strategic goal of strengthening public institutions to improve service delivery processes through better governance and resource management. Ultimately, the project will push decision-making down to the local level to better serve citizen needs. The project will work to:
- establish and modernise civil service regulatory institutions, structures, systems and processes
- assist central, provincial and local government institutions to eliminate gaps and build links between civil servants and policymakers in executive and legislative branches
- promote horizontal links (across ministries at the central, national level, and between provincial ministry departments and the provincial government) and vertical links (central to provincial) among civil servants at all levels
- push decision-making down to the lowest levels of service delivery and empower district and sub-district civil servants to better serve their customers

The four-year project commenced on 01 June 2011.
