Pedestrian and level crossings are the main interface between road users, pedestrians and rail operators. They are also amongst the highest risk components of railway systems. The potential for major incidents has been an ever increasing challenge with continuing road and rail traffic growth, and with increases in operating speeds and size of road and rail vehicles.
Coffey Rail recognises that effective risk management of crossing accidents and incidents is an important and difficult task for governments, rail authorities, rail operators, rail maintainers, road authorities and related stakeholders to manage. To address this challenge, Coffey Rail has been steadily expanding and enhancing its specialist level crossing upgrade capabilities over recent years.
Through our extensive involvement in level crossing upgrades and level crossing risk management, we have developed a specialist expertise in this complex area in response to market demand. In Victoria alone, Coffey Rail has designed over 130 level crossing upgrades while acting as design consultants on the VicTrack Panel 1 for the Victorian Government’s Level Crossing Upgrade Program.
Under the program, Coffey Rail has undertaken:
- arrangement and facilitation of site inspections with relevant stakeholders
- risk assessments
- feature surveys
- development of civil and signalling designs
- environmental and heritage assessments
- facilitation of risk workshops
- development of design reports
- stakeholder consultation.
In addition to the services provided for VicTrack, Coffey Rail has undertaken level crossing civil and signalling designs for a number of other public and private sector clients, including V/Line, Connex, MTM, and Downer EDI.
National coverage
Over the past 12 months, Coffey Rail has extended its footprint from Victoria and Tasmania to other parts of Australia.
In New South Wales, Coffey Rail has assisted the Australian Rail Track Corporation with level crossing risk assessments and level crossing upgrades in the Upper Hunter Valley, and has developed level crossing civil designs for Downer EDI Works in Port Botany.
As a result of this diverse range of projects, our team has developed an efficient, streamlined and flexible process for level crossing risk assessment and design which allows them to focus on specific client requirements for each individual site, complying with relevant technical and safety standards.
