Coffey International Development has been working in the Middle East since the 1970s. Initial projects involved assisting respective national agricultural authorities in bringing Australian dry land farming expertise to local farming communities.

Early projects such as the Integrated Agro-Pastoral Project in Northern Iraq, the Lower Zarqa Catchment Project in Jordan and the planning and establishment of the International Biosaline Irrigation Research Centre in the UAE pioneered our involvement in this economically important and culturally significant sector.

Today, we provide expertise across a number of sectors, including health, education, public administration, agriculture and biosecurity, environmental management and land administration. We manage long-term projects in Iraq, Egypt and Afghanistan and work on a short-term basis on numerous projects in the region, including in Yemen, West Bank/Gaza and Jordan.

Our specialist expertise encompasses legislative and policy development, strategy and planning, targeted technical support, project implementation and staff development and training. We recognise that with significant growth in the region, greater demand will be placed on government services. The private sector is also increasingly important in supporting governments to deliver services necessary to retain robust growth. We support both public and private sector organisations to meet these burgeoning demands.

Current and recent projects in the region include:

Iraq - National and Provincial Administrative Reform Project (Tarabot)

Coffey subsidiary MSI recently won the USAID-funded National and Provincial Administrative Reform Project, known as Tarabot, meaning “linkages” in Arabic. The Iraqi government serves 30 million people; and the project will help the long-term stability of the Iraqi government through institutional capacity development.

Iraq – Strengthening National Capacity in Public Management (Tatweer)

Effective provision of core public services is essential to Iraq's stabilisation and development. However, the core public management capabilities on which this depends have been undermined by years of violence and neglect. Supported by USAID, the National Capacity Development (NCD) project, Tatweer, is a flagship effort to rebuild and redirect the Government of Iraq's (GOI) administrative capacity. MSI, our US-based firm, is the prime contractor for this project and has been working in Iraq since 2006.

Afghanistan – Governance Advisors to the Helmand PRT

Coffey was contracted to provide two governance experts to the Helmand PRT. They are responsible for:

  • identifying, designing and supervising the implementation of short-term projects to improve infrastructure and capacity of government departments
  • providing support to the Provincial Development Council secretariat and the Provincial Council
  • providing governance advice to stabilisation projects.

Afghanistan – Rule of Law

Since 2004, our US-based firm, MSI, has worked on USAID’s Afghanistan Rule of Law Project, focusing on more effective court administration, strengthening the legal education system, increasing public awareness and access to justice concerning people’s rights under the Constitution and the law, and enhancing women’s rights.

Iraq – Iraq Partnership Facility

The Iraq Partnership Facility provides expert advice and capacity building for Government of Iraq Ministries, largely through arranging capacity building activities, such as training courses, study tours and interactions with Australian institutions, in Australia.

The Media Development Program is a five-year, USAID-funded program to improve the professionalism, sustainability and diversity of Egypt’s media sector through training, equipment and business modelling.
