Stabilisation and Recovery
Led by experienced development experts, Coffey International Development’s dedicated stabilisation and recovery teams provide a range of specialist post-conflict and disaster recovery services.
In the initial emergency response phase, we provide access to leading security, safety and justice expertise, helping international agencies establish stability and the rule of law in preparation for long-term development planning.
In the transitional, rehabilitation and development states, we work with governments and the private sector to establish functioning state infrastructure and the basis of sustainable economic activity.
Services including governance reform, public administration, capacity building, damage assessment, recovery design and reconstruction, socio-economic assessment and planning are available to national and provincial governments and local communities.
We also have the capacity for rapid response and mitigation of operational risks that emergency and unstable situations require, and to facilitate civilian-military coordination in post-conflict states. Through the provision of ‘in-house’ security risk analysis and security planning we are also well placed to manage and mitigate the operational risks.

Building capacity of the institutions which coordinate, manage and fund security and justice providers is a vital (and sometimes overlooked) element of security and justice sector reform.
Building security capacity without strengthening oversight and accountability can lead to the abuse of authority, including human rights violations, corruption and the misappropriation of public funds.
